The shapefile is converted to SDC (Smart Data Compression) format using either ESRI SDC Data Development Kit Professional 2 (DDKP2) or tools in ArcGIS. The SDC data set is then loaded into ArcSDE to verify and validate the geometry.
After processing, the data set is checked for drawing display and number of records and file sizes compared with source materials.
Line simplification and smoothing was performed with a tolerance of 0.005 decimal degrees and a coordinate reduction using the Douglas-Peucker method with a tolerance of 0.0003 decimal degrees. Very small polygons were eliminated when the combination of geographic codes existed elsewhere.
The positional accuracy is unknown.

The following steps were performed by ESRI: Copied the ESRI Data Maps 2007 U.S. 109th Congressional Districts (CD) shapefile. Downloaded Pennsylvania, Georgia, and Texas from the U.S. Census Bureau website. Used ArcGIS for Pennsylvania and Feature Manipulation Engine (FME) for Georgia and Texas to merge TIGER/Line files by state into shapefiles, and then dissolved on source CDCU code to create the final congressional districts. Replaced the old data with the new for Pennsylvania, Georgia, and Texas in the data set to create the new 110th CD shapefile. Compared NAME and PARTY attribute values to information at http://clerk.house.gov/member_info/olm110.html, and updated any necessary values. Calculated new values for the SQMI attribute. Converted the data set to SDC. Created ArcGIS layer file (.lyr), projection file (.prj), and spatial indices.
